When there are CBA changes, especially in the free agency realm, OOTP tries to create these, though sometimes too much in a piecemeal fashion for my tastes.

The 15-day stay for pitchers started in 2021. Prior to that it was 10 days for all players, a rule first adopted in the early 1950s. That means it's been around for some 70 years. It's one of longer lasting transaction rules.
