That is an option that would only be available from the Wizard if you are creating a Historical league.
If you are creating a new Historical league, the setting will be based on the "mode" you choose.
You can also go into the Advanced options under League Settings --> Historical and there under Historical Player Ratings the option can be toggled with checkbox titled "Recalc player ratings based on real stats after each year".
