When you non-tender a player they become a free agent.
Non-tendering will not necessarily burn the bridge of offering them a contract once they become a free agent. That happens fairly regularly in real life baseball (i.e. a player gets non-tendered and then signes a minor league or lesser deal with the same team that non-tendered them).
