the game doesn't work that way, it might be best to not fight it on a nuance of minimum age of rookie leage. If you don't set that, you will very, very rarely see a 17 year old in that league that isn't run by a human. In my experience the prospects of any value have better probability of developing the sooner you get them into the real MiL and at least approaching 18 that year, but the "AI" won't do that.
you can further ensure this doesn't happen by monitoring how the 40-man cap plays out.. usually players are fairly old by the time the AI moves them on to rookie leagues. if it is happening, reduce scouting discoveries or IAFA a bit. that will allow them to simmer longer before beign forced out... this should not be necessary with default settings.
sometimes minimums cause AI behaviour too, because this is odd to be moving up such young players unless there was a specific lacking of a particular position etc... obvious cause/effect reasons if you looked into it.
a minimum age on lowest rookie league doesn't really do much. Take a copy of your league, can zoom out and watch the minors sorting by age each year and i doubt you see many 17 year olds let alone 16.
minor league age and service time rules are very easy to set in a way that onyl screws things up despite best intentions. Anytime you try to instute age or service time rules, it's best to zoom out 10-12 years and see how that impacts flow of players -- any bottlenecks? any problems like 16 year olds being promoted, etc.... Don't try to shove a square peg through a round hole. work around how the game works because trying to force it to do something it may not be built to do won't end well. trial and error and move on from the error.
can make a template of league and test on the side.. or make a duplicate of the .lg folder and rename it something else to play with... can refill with fictional players if you want to go through that extra step. more than one way to make a tester league with exact same rules/settings... exact players is irrelevant.
