I think I was able to get almost everything. Here are some of my working notes...

186 days, subtract 4 for All-Star Break => 182 days.
Divide by 2 for two halves => 91 days, which is 13 weeks, nice and even.

77 games per 91 days, that is 14 offdays in 13 weeks, an offday every 6.5 days on average.
But with equal number of 3-game & 4-game series, there is no reasonable way to isolate offdays to particular days of week.
They can be staggered to occur more earlier in the week and less on weekends.

Having All-Star Break to slot into second half means needing to set offdays differently than in the first half in order to maintain preference for their falling early week.
