In my fictional league I changed from 2 levels of minors to 3 levels. With only 2 levels I found that the jump between minor league levels was too steep. With an age limit of 21 for the lowest level most players were not developed enough to hold their own in AAA against fully developed players. With a higher age limit young undeveloped players are overmatched by older players much further developed at the lowest level. I always saw a lot of red arrows at AAA.
I found that 3 levels work best. I now use AAA with no age limit, AA with age limit 23 and A with age limit 20. (with development speed at 1.200, when using 1.000 you probably want to increase the age limit by a year) This allows all players to compete against players at their own development level and I see a lot fewer red arrows.
Bit more work to add another layer of minors but for me it works better.
