I see. Max difficulty is too max and too difficult for my personal taste, so I stopped trying to make things that hard for myself 5-6 years ago.
On your situation - here is a wild guess, I could be way off base here. Could it be that the vast majority of AI managers in your save prefer prospects way much over vets? Can you look at their profiles and see if there is a definite imbalance in this regard?
