We probably need more info, but are the league's the same size? If your American league has more teams, it could make sense that the Filipino player would see a ratings boost, because even though the American league may have more higher level talent, the average American would be "worse" then the average Filipino
The other thought is that the game generated players are better then the ones that are created as amateurs and advance through regular development. How long as your Filipino league been active for?
