NHL Teams Hiring Inexperienced Head Coaches

At the end of every season, there is the usual coaching carousel as coaches are hired and fired by the AI.

I am noticing that many times, NHL teams are hiring random players-turned-staff who have no experience or record of any kind. I can see this maybe for a team in a long term rebuild, but even then they'd usually bring in their AHL coach or promote an assistant. It doesn't make a lot of sense that these random retired folks and unknown coaches are getting their start in the NHL while qualified coaches are sitting unemployed.

In a future update, would it be possible to tweak this logic and favour coaches with either a higher personal score, a history in that league, or who are employed by the next lowest league?
