I have no idea what the Draft Values in OOTP are referencing. Even though I created the system, at some point my values were probably replaced with some other formula. The game file seems to be the poorest rankings of these options.
With RC there is not a positional adjustment like there is with WAR.
Something to consider is that OOTP could for example always look at the top 3 players remaining with either WAR or RC and draft per the needs of the team so that no player ever falls very far in the draft while permitting some flexibility.
Note: The values for batter RC are not exactly the same as what is featured on baseball reference. For example, on BR Pujols has 2298 and on my list he has 2349.
