I think a balanced option would be to have OOTP use the predefined values for perhaps the first round or first two rounds and then draft for team needs to fill their depth charts. However, OOTP could probably do this anyway using WAR and it should be very similar.
Oh my goodness. I definitely agree. Up until 2020 I would do the pre defined draft value for the 1st round and then turn off the predefined value for the following rounds to make sure the teams needs were met.
It would be great if somehow we could as users put in some control/options in how the game comes up with its list. For example something like the following options that the user could select.

1. WAR value for next 3 years
2. WAR value for career
or
3. WAR value for 3 peak years.

Do the above for 2 rounds of the rookie draft and and then the following rounds focus on team’s needs. For example if team needs a catcher, AI will select the catcher with best WAR value for next 3 years.
