I created the original pre-defined draft values somewhere around ootp10 because at that time the computer controlled teams were not very good at drafting and the values made it more competitive.

However, I think OOTP currently looks at its own calculated version of player WAR for their first 5-6 seasons of their career when drafting when you are not using pre-defined values and this actually works very well in historical leagues.

For that example of random debut leagues it is possible that the game is not handling the draft in the same way though.

Having said all that, I recently recalculated the pre-defined draft values for all players in history based on their career Runs Created, and yes there is a formula for pitchers runs created to so that they can be evaluated against position players properly. We would need to update the game files with these new values.

I think a balanced option would be to have OOTP use the predefined values for perhaps the first round or first two rounds and then draft for team needs to fill their depth charts. However, OOTP could probably do this anyway using WAR and it should be very similar.
