Expansion drafts have changed rules with almost every draft. Using my favourite search engine I searched for "seattle nhl expansion draft rules" and found
this from NHL.com which shows the rules for every expansion draft. This is something that should be pretty easy to look up yourself using the same (or a similar) query. There are lots of sites that covered the Vegas and Seattle expansion draft rules.
