I think you would need to turn Historical League Editing on in Manager Options, and uncheck the Team Deactivation and Team Activation options. (But that may not work at this point if the league is deactivated, and it probably is - you would need to go back to before July 1, 2023 and then also uncheck League Deactivation.) The game checks for changes to the teams/leagues every year, and if one isn't present in the data (except for playable leagues), it'll get shut off. Changing those options should prevent that from happening, so you won't have to re-add them after every year.
