Also, are you really sure it was $40 mil per year or was it a total of $40 mil and like an AAV of $8mil per year cause teams can't sign over their budgets. At least I have never seen this and it is not a reported bug AFAIK and something like that would have been reported already.
It's not good to go claiming things and not being able to prove it, but if you do have actual proof, might be a good thing to report a bug like that so it can get fixed and the Devs will also want proof of this and your game files so they can see what's going on in your game. So, make sure if you are claiming this you can back it up.

How about you chill with the gatekeeping on every single critical thread. The self-assigned duty of Truth Commission and Evidential Standard Solon is insulting. People have lives; they don’t sit around all day dreaming up (often remarkably similar) complaints that they can weaponize on message boards. Nor are they all so beholden to confirmation bias and the like that their observations should be disregarded without assembling a documentary case file. Yet you insist on responding to these accounts as they are each either ill-intended or benignly fallacious. This despite the great majority of those claims come from sources with no track record of specious or baseless complaints. If anything, it is you who has the track record that would make one question either your objective or objectivity when responding.
