Re: White Stockings: it wasn't necessarily a comment on the team (like it's possible when you combine Orioles and Browns maybe they have more cards than other teams). White Stockings were actually the Cubs from some of those 1880s years. Some of those early years it's confusing what teams were called what.

For Baines, sorry I missed one A's card, in his entire PT career (PT 19 to 25 to date), he's had 9 White Sox cards, 2 Oakland cards (I missed one from the Build a Legend year), and 2 Baltimore cards. He's had a White Sox card in every iteration of the game so far, odds are he will get one again.

It's hard to balance everything, for sure. There's a lot of teams and a lot of history, and I know the team picking cards does their best to both represent the best of history, while also highlighting some lesser known parts of history too (like those Baines Oakland years).
