2. Get the computer ID to deactivate.
a. Click Get License Information

c. Copy the Computer ID that you want your license removed from

3. Go back to the QLM Customer Portal (the website)
4. Deactivate the License
a. Click Deactivate a License
b. Paste the computer ID and your license key

Then try on the new computer (note all the above steps can be done from the new computer via the web and by getting the ID from the website you can match exactly what it is looking for instead of some other computer ID/format that the literal old computer might offer you).
