In real life a player designated for assignment
cannot be put back onto the active roster of the designating team. The player must either be released, assigned either outright or optionally to the minors, or traded.

As far as putting the player on rehab? Yeah, after a 60 day IL stint that is exactly what you should do. It's purpose is not to allow time to "get the roster right" but to allow the player to get back into game shape and knock off the rust.
