That isn't meant to be a hard set limit. The AI teams have some leeway one way or the other on how many relievers to keep.
I do agree I would prefer they adhere to the number a little tighter, but I just tend to expand the roster by 1 (so to 26 in your case) and add a reliever.
Obviously, only 3 relievers is an issue though.
