I created a Baseball World Cup with regional teams. It plays in January. The host city is set to rotate, but OOTP seems to great joy in picking the least likely host cities imaginable for the tournament: often small towns in high latitudes.

So I created a region with 116 reasonable host cities and set the Tournament to have this region. My assumption was that OOTP would be forced to choose a host city from the Tournament Region. It's pick? Anchorage, Alaska. Needless to say, Anchorage is not part of the Tournament region.

Am I doing something wrong? How does OOTP pick host cities?
