It looks like the files have names like 00045.fg and are organized by facial types in the folders available for download. Since fictional players have the Historical Minors ID field in the Player Editor blank and that is the first place the game looks to match an fg file... you just look for a number of the facial type you want and type the number there.
So, if I wanted to assign a face to an Italian sounding name, I guess you look for an Italian subfolder (assuming it's that specific by facial type) and look at the list of file names, say 00001.fg to 00567.fg and type that number (just the number, not the extension ".fg") into that Historical Minors field. If you have all of his numbered .fg files in the "fg_files" folder in your game, the field being populated will cause the game to look for a match in said folder.
Then whatever face that is, will load.
