In my opinion, you only promote too fast when the player struggles so much at his level that his morale tanks. Similarly, you are only promoting too slowly if the player is unhappy about his role on the team, but this is rare unless it's a player expecting the jump to the majors.

The 35 OVR rating is probably selling his ability short tbh. It's always better to form your evaluation by looking at the component ratings, not the OVR.
