I have a MiLB pitcher that is 22 and pitching at AA Hartford for his second year at that level. He is pitching maybe 2 levels above his age level. He has pitched well, 14-10, 2.7 WAR yet his scouting reports have steadily fallen to the infamous 35/35.

For those in the know, is this a case of promoting to fast, or not promoting fast enough?
