The easiest way to do this would be to remove the US states that you want to be in your new country so they're no longer associated with the US and keep their nation/state ID the same and then it'll load them into the new nation. You have to reload the world.xml and nations file to make it work though and like I said it's easier to do this from the start rather than in an existing country but it's still doable this way, so long as you do an update of the world.xml data and make sure your new country uses an existing nameset
