When I use the converter and follow instructions, it doesn't accept the command to just point to the folder, it wants to actually open the database itself. When you try to convert back it wants to do each individual csv instead of just converting the whole folder back.
You should set up 3 folders, outside of the game:

Here is my set up
F:/OOTPDB25/odb | where a copy of the original (game stats folder) data goes
F:/OOTPDB25/stats-csv | where you convert the original data to for editing to
F:.OOTPDB25/stats-mod | where you convert the edited data to be moved back to the game.

When you convert the original data, files for each area that you can edit are created and written to the stats-csv folder. (you select the historical db file)

When you convert your edited stats, (you select to the master file) in the stats-csv (location), and created new files in the folder stats-mod (destination)

It should give you 12 files to copy and replace the original game files in the OOTP25 stat folder (remember to make a backup of your stats folder before making changes).
