Based on what we know today and if the Las Vegas and St. Pete stadiums get over the finish line (a big "if"), then Nashville and Salt Lake City are likely the next to get to teams according those in the industry.

Mexico City is unlikely for a number of financial reasons (same with Canada) according to ESPN; New Orleans lost their AAA team and have no affiliated teams now; and Austin has no major league teams at the moment so I doubt MLB would be first.

But, at the end of the day, the best part about OOTP is the "what if" aspect so put them where you want. I mean for realism, maybe Wichita or Schenectady are off the table but why not any city/MSA with 1.5M people or more (Milwaukee has 1.5M people). Real life may be more complex but thankfully, we don't have to worry about politics, ballot initiatives, finance consortiums, etc. in OOTP.

Since you were asking for opinions, my favorite Canadian big city is Vancouver so they always get an expansion team in my "world". Don't really care about exchange rate issues/high taxes because they don't affect the OOTP World. Then I choose a more traditional one out east like Nashville or Charlotte.
