Writing recaps and news stories for OOTP is really tough to do... there are so many variables involved... to be done well you need to use a lot of conditionals... the game does have enough conditionals to do the job well.
pstrickert is on the Beta Team. I worked with him years ago on PBP and News Stores. When he does a job, it is always very well done.
If pstrickert had the coding he needs, the recaps would be done very well.
There are a lot of elements more important than recaps in the game.
Rightly so, OOTP should concentrate it's time on the most important elements.
News stories and recaps are low priority.
