Overall, the bulk of the change is to have players "hit" (or fail) more, but each one is smaller. So previously, you'd have players who virtually never changed over the course of a few years (their development would still vary, obviously, but their potential was fairly static). Now, players are more likely to vary a little bit on a routine basis.

For example, if you scouted someone monthly in the old version at nearly 100% accuracy, they might have the same potential virtually every time, and then suddenly all their ratings will jump by like 10%. In the new setup, they might shift around a little bit, and reach it in the end, but it won't be quite as overnight of a jump.
