Are you starting all of your fighters at "Beginning"? That will yield too many high rated fighters.

I start 20% at beginning, 20% at pre-prime, 40% at post-prime, and 40% at end. That way you get fewer fighters that develop into stars and quite a few that never really develop at all, which is realistic.
