the overall ratings are compared to the absolute universe of players (this can be changed in the menu to compare only players of the same position).
If the 2B rating is 60/60 and the SS rating is less than 2B and considering that obviously the batting ratings don't change with the position, because they don't change, overall compared to the absolute universe of players should be better rated as 2B than SS.
