That means your backup catcher is going to start every 20th game. Game 20. Game 40, 60, 80, 100, etc. I suspect this number reflects the disparity in overall value between the starter and the backup.
However, the AI will also automatically rest your starters whenever they are tired. Unless you have fatigue set to "None", your starting catcher is going get fatigued and be rested every 5-6 games.
