OOTP Devs,

Currently running an online fictional league in OOTP 24.11 Build 85. I've deflated the finances so that the team budget ranges from $5.3mil to $1.9mil.

It looks like the "Offered Contracts" number is way out of line compared to the amount offered.

For multiple teams, the "Offered Contracts" amount adds around $200k-$300k on top of the value of the 1st year of the contract, even if the FA contract is a league minimum ($12,400 in our case). This occurs on the first offer given to a free agent. Every subsequent offer adds the expected amount to the "Offered Contracts" value. If I remove all pending FAs, the "Offered Contracts" drops to zero as expected.

Weirdly, when I change from my GM profile to a non-aligned Commissioner profile, the Budget Information changes the "Offered Contracts" to an amount less than the contracts offered, while a new "Other Allocated Space" field is created that has another value that does equal the contract offered + a luxury tax in my case.

I can't think of a financial rule that would cause this to happen. The result of this is teams may appear to have less money available than what can be accounted for.
