Maximum votes per ballot is how many players you (and the AI) can vote for each year. Raising it will lead to more inductions as the borderline guys start getting votes on ballots they wouldn't get otherwise.

The Votes/Ballot in the second image is how many players were voted for per ballot on average, as not every ballot cast will have 10 players, some voters may have only thought 8 were worthy.
