If you are going to take the GM job, wouldn't you want to hire the staff yourself? (i.e. in that case don't fill with fictitious staff). In fact, I don't do that even if I'm not taking over a team. I find it odd when a bunch of new coaches appear out of thin air. Those roles should go to guys who already exist.

Also, there are many reasons to expand without taking over one of the expansion teams.
