I'd reported this several times in the beta threads earlier in the year, it's particularly prominent in NCAA because it also puts nearly all of the teams into a negative budget.
EDIT - reported as far back as the 11th of September last year. Screenshots below of different instances and reporting, also showing that it is not just standard games, some historical games generated with staff with higher than expected salary demands as seen in one of the challenges.
Also - as this user has encountered, I've just started a brand new test game and it shows the same as the issue in the screenshots.
