Run a macro to extract the hyperlink in its full form in the column next to it. Go in as OOTP commissioner to a 19XX historical game (or whatever game year you want to start). Go to Game Settings and release all the players into the Free Agent Pool. Then from that same screen, delete all those free agents. The teams are there. You are in the year you want. No players exist. Go to the 16 teams and ensure that the ID code for the team aligns with the csv file. Change any that don't so the csv matches the game codes.
Then go to the sign free agent screen and on the right side (still as Commish) open the drop down and go to import historical player. From there you want to toggle on import from a list. Navigate to the csv and then import all those players at once. If there is an issue using a csv, we'd need to cut and paste it into a txt file, but I think a csv will work just as well.
All the players should go to their team. See if any didn't import or ended up in the free agent pool and redo those individually as one-off imports or (if they just didn't make it on the team), assign them to their team as necessary via the player editor
I can picture the steps. But it is a ton of work and knowledge to accomplish.

I mean really, you can set how want players to import PEAK SEASON, PEAK POTENTIAL (never really works) etc
Can't add a few lines of code and option to random debut at peak season
I know this doesn't answer the 'best player option'. my poor point is historical gamers get bread crumbs each year and new fonts
