What it sounds like you want is a league featuring only the best players. To do that you will have to manually import the players. I've never done that, so I have no clue how to help you.
What it doesn't do is explain with the player in their debut years.
Say Jim Palmer had a crappy year at 30, potential is no factor after 29 So what becomes of him if you don't have recalc on (which i don't want on)

Is there a way to mask their Debut year. Would be a fun challenge then already knowing if you are getting a peak season or dud season

Is there a way to random debut players at their FIRST year.
