Generally this will happen if the license doesn't match the actual license. This can happen if you're manually entering it manually and get a letter wrong or even copy pasting if there's an extra space or something when you copy.
So the first step is to either try copy/pasting if you've been entering manually or manually if you've been copy pasting.
You also might want to make sure OOTP is whitelisted in your firewall/internet security, as sometimes those can block the game from communicating with the licensing server.
