As to the second question, not sure, but I see in my games that the outfielders with strong arm fielding ratings (70+ on the 20-80 scale) that tend to lead the league in outfield assists tend to have a negative ARM stat, and they do not play in the infield.
I'm disappointed as well since it does impact who wins GG for outfield, the other GG winners make sense. For now, I've taken over control of the awards so the right people win the GG for the OF. Hope it can get fixed with the next patch.

I will admit that part of my concern is related to the black box game engine. I would hope that these ratings are actually being used for resolving plays, and not as a means of distributing certain credits and debits in various statistical accounts. My confidence in this as a default assumption, however, has ebbed as more and more superficial additions (Statcast “data”, etc.) and statistical book-balancing post-event modifiers without clarifying their actual utilization.
