Back in 2021 or 2022, I was able to buy a few older versions of OOTP from Steam. I was messing around with the old Spritze database back then, and thought it might work better in older versions of the game. Sadly, it didn't.
Anyway, it was certainly possible back then to buy earlier versions of OOTP.
It's not all that unusual for companies to only sell the most recent versions of games like this. Football Manager is the same way. It doesn't necessarily mean that the company no longer cares about the community or the product.
