It is not about the screen size you set in FHM, it is about the screen size of your screen: as I wrote in my message, your screensize (in your case the height) is below the minimum, so the game will force fullscreen mode since it canīt show a window bigger than your screen size.
If you want to use window mode you need to set your zoom down (maybe 125%, maybe 100%) and select a FHM window size that is below it.
