Looking at my league history, the best arm marks are almost exclusively from poor overall fielders.
The numbers can get pretty extreme in small sample cases of guys playing where they probably shouldn't. One example is a guy that played 533 career innings in CF with a -10 ZR and 14 ARM (most of career was spent in corner infield and rightfield). The top of the career list is loaded with players that fit this profile.
