I'm not sure I understand the first question. Are you asking that if you start in 1992, will you see the stats from 1992 and other seasons as you go forward? If so, then the answer is yes. If you have the following historical seasons purchased also, then real players will show up in the draft as you play into the future.
I don't think there's an option in GO to process all historical transactions.
And there is currently no picture support for GO, and none planned as far as I know.
