For those that ever encounter this the work around seems to be , force End-task your OOTP 25 game, then go back in, go to your league settings then move the amateur draft a few days out from where it is (mine was Dec 15th, so moved it to Dec 18th), make sure you also have set the amateur draft gets reveled 30 days before draft..
Sim time ahead and it should generate the class when it gets to 30 days before. Hope this helps if anyone else ever has this problem . Was a good class too, (Wade Boggs, Rickey Henderson, Mike Scott debuted, heh) so glad we fixed it lol.

To clarify, the force-quit is dangerous, so back-up first. The part I want to emphasize is the moving of the draft as soon as you see the class is empty. There is a date that will work but if it is too early it won't for some reason. Glad pushing it back a few days and having the reveal date, move equally to the right on the timeline, got it to trigger.
