From what I can tell, it seems to be an issue with the AI putting players on the 40 man roster (or active roster) who are nowhere near ready to play in the majors or even high minors. In 25, I have been carrying an international amateur on my 40 man roster for 5 years and he's still not ready to play in the majors lol.

That actually makes sense. I just may not have been looking for it in some tests and not caught it because if that.
Matt did see some of the young players getting promoted too soon in his recent tests, and we've already discussed it and it's on our list of stuff to look at for the next patch.
