I thought I could create a new game save the scounting and import it into my 25 league file but that isnt do anything. All the scouting is the same.

Ratings will change whenever you import into OOTP25 and that will change the stats projected in the editor. The engine has changed greatly and this is just a necessary part of the import process.
The thing is, the old editor projections did not give you data on what the players would actually perform like in your specific league, just in a theoretical, generic league that didn't take into account league settings or talent levels in your league.
The new editor gives you the expected performance in your actual league. So this is a huge improvement for someone like you who wants to adjust the ratings/projected performance of players as now it allows you to set these much more accurately.
