So here's what I want to do: Add an 8 team independent league for guys who washed out of the affiliated minors. It would be a last chance type league for guys who still want to chase the dream. It would also serve as a reservoir for borderline guys who, if all of the stars aligned, can be signed by MLB teams.

So I figure my best bet is to create an unaffiliated minor league at the AAA level, perhaps with the player creation modifiers set a tick lower than the affiliated AAA leagues.

Is this the path to take, or should it be a AA level without the age and service time limits my affiliated leagues have?
