I have to say I'm not seeing the same thing.
I just started a standard game with the Marlins. When I look, for example, at starting pitchers of the A+ team and put ratings relative to the A+ level, I'm seeing that all the starting pitchers have stuff-movement-control in the 30-45 range, even though many of the SPs are guys that in real life played extensively and did well at AA last season.
Same as always, either relative ratings are not well adjusted to the league level, or there is some issue with how ratings are given to real players under the hood.
Relative ratings are still useful, but mentally you have to adjust to consider that, with relative ratings according to each level, 50 stuff is low-ish for the MLB but high-ish for the low minors.
