I didn't actually check the game yet, but just eyeballing his ratings, it does not seem he should be that low. Do you possibly have scouting turned on? That can affect this and randomly make a lot of players look 'off.
Regardless, looking him over he does deserve a boost, so will give that to him.
EDIT: He's actually 413 with scouting off, which is better but still painfully low. He arguably should be higher but unfortunately he has a profile the AI does not like quite as much as real life scouts do (high speed, contact and defense, relatively low eye and power). Will update him to get him to come in better, but he will always probably be a bit lower in-game compared to real life. Abel comes in at 93 now and Miller 121, both of which are indeed a bit low.
This is part of what I've mentioned (and is mentioned in the OP) a few times about prospects still being a WIP due to the early release. We'll be working on the Phillies prospects more within the next couple days (along with other teams), so things should look better overall for them soon.
