With these updates, I've experienced a noticeable lag before anything obvious happens (that is, after agreeing to the update). The lag is long enough that I've wondered, "Is the update working?"
Perhaps this is true for you also. If so, once you get the update going just wait for several minutes.
Also, check to see what version of OOTP you're running. Perhaps the update did work when you didn't know.
